I wouldn't call this "deliberate politics", but things are always shifting around to change priorities. Some politicians are pretty good at recognizing these changes. Maybe that is one reason they keep getting elected.

And sometimes an issue drags and drags and the politician just wishes something else would come up--and that something else does not come up.
