As a voluntary decision (by buyer, seller, and brokerage company), I see no problem with this concept.

But to take it the level of mandatory for all rental agreements is another matter. For starters, a lot more administration, but computers can take care of a lot of that. And property ownership becomes a little more vague.

With your system, many citizens would not know how they have been building equity for themselves. But it will be useful later on in life.
