I'll just throw my $2 out there.

For many years, Chinese Canadians, Japanese Canadians, and Ukrainian Canadians sought an apology and reparations for the injustices their ancestors incurred. They had some small groups exerting a small continual pressure on the government(s).

Eventually, both groups got both apology and reparations. The reparations were not a lot of money, maybe $10,000 per descendent. A lot of that was donated back to community associations.

The interesting thing was that after the apology and reparation were complete, the lobby groups of disappeared. They got what they were looking for.

Of course, reparation for First Nations in Canada is a much bigger issue. But I have to wonder that if $20,000 per descendant (split between the individual and community) is offered, that just might take a lot of the pressure off the government. Take a reading of the pressure a decade later, make another payment.

BTW, there have been lots of apologies to First Nations. But the governments have continually stonewalled court proceedings to delay legal payment for broken treaty rights. Make the blanket reparation with minimal obstruction; continue with whatever current legal action is happening.
