I'm no expert on this matter, but an open society also has the problem of trying to ensure political allies are also onside before making a public announcement. Saying something that a coalition partner might not be in favor of--and has to hear through the TV news--does not help keep political coalitions together. Getting such agreement on the messaging takes time.
Closed societies can get their message out quickly. If they have a good PR department (as Hamas seems to have), that sure helps.
In my opinion, the BP Macondo disaster was not a good example of crisis PR. And it was later found that BP was an egregious violator of common sense drilling engineering.
