I'm not so sure there is a deliberate, conscious plan to keep a certain demographic in a higher position of power. Things just kind of end up that way, and certain groups benefit.
For example, I kind of doubt there are meetings of $500,000 a year managers in the civil service who can move chess pieces to keep their high salaries for the next five to 10 years.

Maine and Nebraska somehow made changes to their EC voters. The other 48 states have not. One likely force is that politicians are so busy doing other things that they can't invest the time to discuss such a change.
But I'm looking beyond the EC to make democracy better.
