I'm pretty sure that the saner authorities have deliberated on throwing the law books at Mr. Trump.

The problem is his immense political power. Thirty percent of Americans support this politician and his ways. This 30% is politically mobilized and have a lot of guns. Mr. Trump need only say the right words--and there will be a lot of civil unrest.

They may be scared if this unrest. They may just be very careful in how they prosecute him. They may be waiting for his natural demise.

I'm not in the back rooms, but it's not hard to see that both legalities and politics are affecting their decisions.
