In Canada, we have a lot of freedom to set up our front and back yards the way we want. One of my neighbors has a real nice rock garden----->no mowing. And there are a few neighbors who are neither watering nor mowing their lawn. Probably renters, looks scruffy. I'm pretty sure there are some municipal laws on the books, but there isn't much will to enforce them.

My sister lives in a rural/urban community in northern British Columbia. They used to have no laws. It was common to see logging trucks being overhauled on front lawns. projects that would last a year or two. They passed some laws against that.
