In Canada, we still use the ballot and paper. It is designed for polls workers to watch each other.

Yes, it is possible for poll workers to cheat a little. But then the final tallies would be out. An investigation would be warranted--and people could be thrown in jail.

I don't know exactly how the American system with machines work, but I'm pretty the procedures have been well honed.
