In my alternative democracy, this problem would fix itself. Elected representatives would realize that their term of office depends on the annual elections. They are in service one year at a time. They would not acquire a sense of entitlement or being indispensible. If they did, the annual elections would fix that. If they were showing signs of dementia in more private settings, the annual elections will that.
