In my book, I differentiate the activities of politicians into: (1) politics and (2) governance. My my experience, politicians spend about 30% of their time on governance. The rest is on politics, with the focus on advancing a career or enhancing electoral success.
So much effort is wasted.
My system puts elected representatives into governance right away. Here are the issues; discuss the alternatives, decide, and watch how the decision goes. No campaign workers or donors to appease. No campaign bills to pay.
Today's politicians frame most issues in terms of electoral success. Not exactly altruistic.
