In my utopic world, jurors would serve a two to three year term, deliberating on quite a few cases. Each jury would be comprised of experienced jurors nearing the end of their term and rookies who will learn from the veterans.

In this way, jurors more likely will want to be a juror. The experience will be useful in deciding cases.

And yes, the law is ambiguous. Too ambiguous at times. A sign of our inability to put good legislation together.
