True it is that the R’s are probably more concerned about their electoral success than improved democracy. But that argument goes both ways. D’s have been stonewalling the R request to have voters show some ID at the polls. Why do the D’s resist this change? Because it reduces their electoral success. So, in a significant way, the R’s trying to justify their position is a response to the D’s being successful in suppress voter ID.
