Incorporation will be part of the TDG process. TDGs can start off as ad-hoc organizations. But eventually they will grow to where they need legal recognition.

The need to incorporate is a sign of growth. The impetus for Riverbend TDG to incorporate was the renting of an office space. There are other reasons.
