It is a theatrics they play.
About 1984, I attended “Question Period” in the Canadian Parliament. There the leaders berate each other as to who is the most inept, most uncompassionate, and most corrupt. When the 45-minute session is over and the cameramen start packing up their equipment, members start crossing the floor to have civil discussions with those they just berated.
Theatrics!
