It is very hard for a political party to punish an errant party member. Here are the reasons:
1) The errant party member won the election--and that is quite important.
2) The party needs an internal image of party members taking care of each other.
3) The scandal often never makes it to the newspapers. So it won't be an issue in the next election.
4) Even if the scandal is opened up to the public, the party can usually ride a scandal or two out--and not suffer the consequences.
So, there is little internal party discipline in these matters. The scandal has to be found out by forces outside the party and then championed into public forums.
It's time for a new way.
