It's looking like the latter.
It would be interesting to see what happens as the screwups mount.
My Mastodon feed was reporting a TB crisis in Kansas. "Worst Ever." My deeper investigation suggests the numbers are less than 100 at this point. But it's not hard to imagine that it gets worse.
