I've been on Medium for 28 months and have not read a political topic like this. Voter fatigue is something many political junkies do not understand--or want to understand.
Voter turnout is really not that important. In Canada, municipal elections garner a voter turnout of 25%. Yet most municipalities are governed better than provincial or federal governments. Significantly less scandal. And fewer decisions made by partisanship. It's interesting to watch municipal councilors line up differently on different issues.
There's no correlation between better governance and voter turnout. So I say let the people who really want to cast their ballots to cast them. If the traditional von-voters have the opportunity to vote, that is all that is necessary. Encourage them to vote to some degree, but don't make it a sense of duty. Let the "smarter" voters make the decision.
However, there still needs to a fair fight. If one party's ground team is great at getting its soft support to the polls and the other party does not, then the "will of the people" becomes tilted.
Most citizens just want reasonably good governance. They don't want to analyze every nuance of every issue and try to align their vote to the best candidate/party to the nuances & issues.
