John; I have encountered a few democracy fixers complaining about the lack of knowledge of civics is a good part of this problem. There is probably some truth to this matter.
But such civics lessons would suggest that citizens can somehow have their concerns addressed in the legislature, yet your explanation says these concerns cannot be addressed. So what's the point of increasing citizenry knowledge of civics? Especially when the lessons do not match reality?
There are indeed legitimately reasons for not having a $15 minimum wage. But let those reasons speak for themselves. When the issue is brushed aside because of a procedural technicality--and never makes it the legislature floor, the light of democracy is dimmed--in too many people's minds.
And if the two parties got along a lot better, they could deal with many more votes like this. All representative's voting records would public information, Those voters would vote accordingly.
