Kerry. I would have to agree with your assessment, but we are not in the back rooms of the decision makers. They can't rely on any ideology to solve this problem and have to weigh in so many factors, which are changing daily. .
One of those factors would be the resolve of the average Ukrainian people. With electricity and water being disrupted and a winter coming on, those outside of the current battlegrounds might not want to suffer much longer.
Eventually some of solution for "peace" will come. It might not be what we would like.

Let me summarize this article.
In 1991, Ukraine got the most modern democratic constitution the world's best political scientists could build. While the Ukrainian people took to the streets twice to kick out overly corrupt governments, the country remained fairly corrupt.
Just imagine if this constitution could have guided the country into a much less corrupt society. The Russian speakers in Ukraine would have realized that is is better to live under Ukrainian rule than be annexed into Russia. But, after 30 years, the constitution could not deliver a more western democracy.
When the dust settles, the political scientists will return to Ukraine, which will be a broken country. They will create a new constitution similar to the one of 1991. The experts really have no imagination.
