Maybe if an area gets hit with a similar disaster on a regular basis, that would be a reason to deny public funds.

Recently Hurricane Fiona hit Port-o-Basque in Newfoundland. More than a few houses got wiped out. But these house were right on the the coastline. DUH! . I hope the municipality and provincial government pass a zoning law: No rebuilding here.
