Maybe. Other than four salient features, I have left each TDG to design itself. Some things will be decentralized; some things will be centralized. As time passes and conditions change and people in the TDG change, there will be changes to go one way or another. Rather than base that decision on an ideology, the elected representatives will be asking "what is best for society?".
