Moving a bill through legislative process is a very cumbersome process. Legislatures need to set priorities, which mean other important ideas/bills are left to whither under the rules. Our legislatures are using 18th tools in the 21st century.

Yes, please read the original piece. It is quite insightful. Undoubtedly, a good chunk of that 9.9% (or whatever) are Republican leaning, probably having a preference for the upcoming oligarchy. But my experience is that this lower wealthy class really has no idea of the struggles of the lower classes. Do they deliberately stall the lower classes? Probably not. But by ensuring their needs are first in the legislatures, they are plugging up these legislatures so that other stuff is not introduced.
