In 1991, we gave Ukraine a brand new, up-to-date, constitution — created by the best minds in the field of political science. Then we gave Ukraine some short term cash is exchange for neoliberal economic policies. Ukrainians got kleptocracy instead of democracy. They also got big IMF debts. We’re probably going to repeat this cycle again after the dust settles.
