Often elections are decided by the soft supporters who decide not to vote, giving the other side a victory.
Negitive advertising is designed to flip the psyche of the other side's soft support not to vote. This is not a flip in voting intentions.
I do not consider the Kansas 59-41 referendum as resounding victory. This result could be flipped with different campaign strategies. The other side is already analyzing what went wrong in Kansas.
