On a deeper level, the people who violate these directives are, in some ways, showing their distrust in government. They believe government really doesn’t know what it is doing. In some ways, they are right. In other ways, they are wrong.
In this case, a few more weeks of self-isolation won’t hurt things.
But what if the citizenry had a system of government that it trusted. Then directives like these could be obeyed. The authorities and experts could see what worked and didn’t work — and make adjustments along the way.
