Canada has had three payouts to groups who were subject to injustice:
1) Chinese railway builders
2) Ukrainian incarcerated in WW1
3) Japanese incarcerated in WW2.
In all these cases, the numbers were small and the agreed payout was small. Most money went to scholarship funds administered by their communities. The apology and payout seemed to have worked. The historical atrocities are no longer making the news. All three groups have moved on.
I believe some reparations are necessary for our First Nations people. But this is much more complicated.
My great-grandfather got some farmland in western Slovakia in 1919. This new country confiscated the land holdings of the Hungarian aristocracy and gave small parcels to the peasants. My grandfather eventually lost that land to the communists. But there was an opportunity to have it returned to his family. My father said to just let it go.
