One of the challenges with RRO is that people have different understandings of how to apply RRO. Then it gets to be a contest of who is right about RRO — when the rules to determine who is right are in question.
I served on a volunteer board and one of our members was a county official. They run their meetings with a more advanced version of parliamentary procedures than RRO. He kept saying RRO works this way, but I can’t recall those rules. I think he was bringing in some of his county rules.
And RRO is great for shutting down obnoxious people. When it is shown that a substantial majority want the person to shut up, that person usually does shut up.
