One problem I have with more direct democracy is that it asks everyone to be their own expert. Too many voters will not invest the time to vote wisely on most matters.

He posits that only 14% of the population has the capacity to vote wisely in a direct democracy. There is some truth to this. But who decides who belongs to the 14%?
