Orwell's novel "1984 "talks about how the lotteries placate the plebes.
In 2001, I worked as a retail clerk in a petrol station. It was kind of sad to see so much money spent on lotteries by people who could really not afford it. These were government-run lotteries, and total payouts averaged about 45% of revenue. The store got 15% of the revenue.
