Reform vs. Replace?

How has the "reform" been working?

Unfortunately, any suggestion of "reform" is going to analyzed to how the reform betters or worsens the electoral success of the two parties, not what is best for democracy.

Even Canada is stuck with its 1867 Westminster model, which sometimes produces lopsided legislatures. Any attempts to reform us into the 21st get soundly defeated by a suspicious public.

But "replace"? Concerned citizens can start building a replacement tomorrow. It will take 20 years to build the TDG to be a credible replacement for western democracy.

The 17th amendment took 30 years of activist lobbying. That was just one amendment. If anything, the direct elections made things worse. Senators work for their party, not their state.
