Ridiculous, yes. Especially for a token amount. It takes a certain energy for these legal/accounting transactions. The economy would be a little more efficient without them.

From my TDG angle, this shows how today's legislatures are not able to deal with these types of issues. There are many laws on the books that are still active, but not enforced.
