Robert Stanfield was regarded as the smartest prime minister Canada never had. He was highly regarded in his abilities to understand and frame issues, yet he could not communicate to the Canadian public.

A more recent conservative prime minister, Steven Harper, was also lacking in charisma. But he had the job for about 10 years. He was a masterful political player, using the rules to his advantage (from my perspective).
