So true. Robert's Rules of Order has a fantastic clause: "If there is no objection. . . .". Things can move quite fast if there is agreement and this clause is used.

I suspect that there is something similar in the procedures for Congress. But there are also rules about how a small minority can force the process to go through all its steps. A week takes a lot longer. Other legislation gets put aside.
