In my 2004 version of the TDG, I tried to do some research on my system. Wasn't much around.

But I found a political science paper from the UK. It seems that some rural areas of the UK had a two-tier system. The voters elected the first tier; the first tier elected the second tier; the second tier made the decisions.

The political scientists disbanded this system. They said the low voter turnout was bad for democracy. I could not find any followup such as voter turnout improving--or voters were thankful for the new way.

The political scientists in Canada seem to be pushing for political parties in municipal politics as the solution. As if the political parties in provincial and federal affairs are kind and wise and honest in their decisions.
