Switzerland does indeed have an interesting and unique system. Its citizens have a higher degree of happiness than much of the world.

Just a few points:

1) Switzerland has political parties. The TDG does not.

2) Switzerland has an element of direct democracy. The TDG may or may choose to employ this system.

3) Each TDG will design itself. The lower TDG tiers might have some responsibily and authority for local governance. Or the lower tiers just might be a filter and a sounding board for the higher tiers.

I can't speak to the nature of the political parties in Switzerland. But inside people working within the party structure, there is a conflict between loyalty to the party and loyalty to the citizenry. Often the needs of the two are different--and this puts a limitatation on the quality of the decisions.
