Neighbors don't have to be best friends and live in each other's pockets. Just be friendly and help each other out a little.

So it can be done. But it will take some effort.

The TDG will be a tool to bind a few neighbors a little closer. With this few, other neighbors will join later. From there, the neighborhood can elect one of the better people for local TDG governance.
