The relationship between the elected representatives and the civil servants is so important, yet not really discussed that much. It's hard to find political books on this topic.
Francis Fukuyama, in his famous "Decay" series, talked about finding a balance. The legislature can make the legislation so tight that there is no judgment from the civil service in day-to-day operations, so the civil service just follows rules in their interactions with the public. Or the legislation can be so loose that the civil service actually sets the agenda, without really being accountable in an election.
If I were in charge, I would put legislators in job-shadow positions for one week a year, just to experience that side of governance. The future TDG could do something like this. Without party obligations, the legislators would have some extra time on their hands.
