I also read both volumes of "Political and Political Decay". Author Francis Fukoyama talks about decay setting in when "patrimonialism," the condition where a high-ranking political class dominates a society, becomes entrenched. Surprisingly, thinkers from antiquity recognized this social force and sought ways to curtail its effects. But it eventually comes back.
