The aristocracy as delineated by The Atlantic might be described lower-rich class. Not billionaires, but comfortable. They have interesting ways of keeping the progeny in this class, like being able to afford tuition fees for colleges. It's very hard for middle class people to break into this world.
This aristocracy serves the uber-wealthy. There is a symbiotic relation between the two classes that keeps them high in society. Not as draconian as Orwell's Inner Party vs Outer Party.
