The founding fathers designed the US constitution with no political parties. Whatever great social engineering they had concocted was lost as soon as political parties appeared on the scene.

So the Constitution was lost a long time before 1913.

Until political parties are somehow taken out of the process of governance, we will never get the governance we so yearn for.
