If businesses need workers, the free market solution is to raise wages and pass those costs to the customers. If the customers do not want to pay these costs, then the businesses should shut down.

Likewise a trucking company that is overworked needs to cull its customer list to those customers who are willing to pay slightly higher fees. So simple!
