The main reason for this innovative bomb was that the Germans anticipated torpedo bombs. So they placed a few iron screens in front of the dam. The torpedo would hit screens, detonate, and do little damage.
The bouncing bomb was designed to get over the iron screens. When it got passed the screens, it hit the dam, dropped deeper, and exploded when the hydrostatic pressure was at a certain value (like lose to the bottom of the dam).
