The non-voters are biggest demographics. THey are more likely to vote "against" than for "for." Smart politicians know better than to wake them up.

But it's time for a new way. Maybe non-voters might voting in "Tiered Democratic Governance" a more rewarding experience. They get to send a capable person from their neighborhood into governnance.
