The Penguin is talking about strategic voting, where a voter cannot vote his/her preference because that will let the really bad guys into the halls of power.

About 15 years ago, the UK had a referendum to allow ranked-choice ballots alleviate a lot of strategic voting. Didn't pass.

People want change, but they don't want to change.
