The TDG can be started anywhere. I wrote a novel about the TDG being started in a middle class neighborhood in the USA:

Maybe the campuses would be more fertile grounds for TDG building. I remember the newsclips of movers and shakers of the Occupy Movement. They seemed to be looking for a subsitute for western democracy, but just could not not find the right mechanism.
