The Virginia gubernatorial elections should have soundly sent a strong message to the Republicans to clean up their act. Alas, more people did not vote than voted for Republicans. So, the message was not delivered.

The people who did not vote in that election. Well, we can blame them. Or we can try to understand why they were so apathetic.
