There are differing opinions of how the Supreme Court should base its decisions, which then leaves the many avenues open to be disguised as law.

I watched a fair amount of the first Trump impeachment hearings. It seems the legal grounds were from laws written long ago. Maybe USA has far too many laws these days. If a partisan opinion in required, a law can be found to support that opinion.

Kind of a mess. But still within the constitution.
