There are many balances in politics. One of these balances are the relationships between bureaucrats and elected officials. We have to give some room for bureaucrats to make decisions. But too much renders elected representatives redundant, as this Moses fellow seems to have done. But too strict, citizens get frustrated dealing the bureaucracy--and elected representatives are too busy to address the issues.
Unfortunately, we don't talk about this part of politics too much.
