There are many factors that go into a decision to move from one place to another. For most average people, the marginal tax rate is not a big issue--if they are reasonably comfortable in their current locality. They will not move away to get a 5% reduction in state taxes. Your average remote worker will likely not make this life change.
For the wealthy, the story is a little different. A 5% tax reduction can be substantial. Even so, some of them will "move" just to spite the government--not considering that their ability to create and enjoy wealth depends on paying taxes.
I put "move" in quotation marks because sometimes these people can move legally, not actually. In other words, they still get all the benefits of their home jurisdiction without having to pay taxes in that jurisdiction.
