There is indeed a double standard. A male politician can wear the same suit for a week and no one would notice. If a female politician wears the same outfit for two days in a row, THEY will complain she has no style. But if her closet is full, THEY will call her a clothes horse.

If there is a real scandal is in the works, maybe the cleavage is a good distraction.
